A BILL

ENTITLED

"The Contagious Diseases Ordinance, 1882.”

Be advice of the Legislative Council thereof as follows:

E it enacted by the Governor of Hongkong with the

1. In this Ordinance:-

The expression "contagious disease" means venereal

disease including gonorrhea.

The word "district" means a district of the city of

Victoria as defined by Ordinance 7 of 1866. The words "householder" and "agent" mean respec- tively a househoder and his accredited agent as defined by Ordinance 7 of 1866.

The expression "keeper of a registered brothel" in- cludes the registered keeper of a registered brothel and any person appointed by a keeper to act as such keeper during his absence.

The expression "keeper of an unregistered brothel❜ includes the tenant of the house or part of the house, as the casemay be, wherein the unregistered brothel is kept.

The expression "inmate of a registered brothel" means

any female residing in a registered brothel.

The expression "hrobel" means any house or part of a house in which 2 or more women reside for the purpose of prostiation.

2. Ordinances 10 of 1:67 and 2 of 1876 are hereby

invalidity or effect of any hing done or suffered or omitted before the commencement of this Ordinance and shall not revive any Ordinance prevously repealed.

Appointments to offices raade nuder Ordinance 10 of 1867 shall be deemed to be appointments made under this Ordinance.

3. The Registrar Gouer shall keep a register, in which shall be entered the names of the keepers of all registered brothels and the situation o every house of which the whole or any part is occupied or sol as a registered brothel and the name and address of thehouseholder of overy such house or of the tenant of every part of it, and any other particulars which the Registrar Generl may require,

A copy of any entry in such registor, certified by tho Registrar General to be a tue copy, shall be received in all Courts as evidence and shai be sufficient proof of the matter registered.

4. The Registrar Genera may permit any person, whom in his discretion he thinksfit, to keep a registered brothel, and may at any time at ks discretion cancel or suspend such permission, and cance any registration made in pur- suance of such permission.

5. A persou shall not kep a brothel unless the same is registered in accordance with the provisions of this Ordi- nance, nor unless Iris name a the keeper thereof is registered under this Ordinance, provided that, when the person so registered dies, any meinter of his family may keep the brothel for one wook without being registered.

6. A brothel shall not h registered until the house in which it is to be kept has been visited and inspected and approved for the purpose ly a Visiting Surgeon who shall state in his approval the mmber of inmates for which the brothel is suited.

7. In overy Registered Irothel there shall be kept affixed in a conspicuous place, a urice in such form as the Registrar General shall direct to thy ffect that compulsory detention and contracts for immoral purposes are illegal and that any prostitute desiring to leave he brothel is free to do so.

8. Every keeper of a rgisterod brothel shall cause a list of the names and ages ofthe inmates thereof in English and Chinese to be affixed ad kept undefaced in some con- spicuous place in the brothe, and when occasion requires, that the list should be alterel shall bring the same to the Registrar General's Office, br the necessary alteration.
